Gender Mainstreaming in Preferential Trade Agreements: An examination of the Evolution of gender Dynamics in International Trade

Preferential Trade Agreements (PTAs) have evolved from being primarily concerned with trade issues to addressing non-trade issues. Apart from focusing on issues like trade in goods, services, and intellectual property-related issues, modern PTAs, especially north-south PTAs, also focus on non-trade issues like labour, environment, gender, and anti-corruption. Earlier, gender issues were generally addressed as part of other chapters. Now, PTAs contain a standalone chapter that solely focuses on gender issues.

The Shridath Ramphal Centre organised a Roundtable on Women's Day 2022; it was focussed on UNCTAD’s Declaration on Gender and Development.

The questions addressed during this discussion were:

1. Is there a unique skillset or perspective that women bring to trade and trade negotiations? Why is gender and trade such an important topic for not only women but for everyone?

This was a workshop on “Trade and Sustainability: Challenges and Possibilities” from March 3-5, 2022 in Tucson, Arizona at the University of Arizona James E. Rogers College of Law. The workshop brought together about two dozen scholars and practitioners for a conversation on the cutting edge issues at the intersection of trade agreements and sustainable development, an increasingly salient concern in trade policymaking.

This session was delivered at the Georgetown's University's Global Trade Academy 2022, and was themed "Review and Reform of Legal Foundations for More Inclusive Trade and Sustainable Development".

My guest lecture focussed on trade agreements and gender equality, what has been achieved so far, and what remains undone.

Trade agreements can strengthen #women empowerment, but several factors discourage countries to negotiate agreements with a gender lens. What does it mean to negotiate with a #gender lens? What are these barriers? And what remains undone?
