Trade Remedies
At the WTO level, there are three types of trade remedy measures that combat situations harmful to international trade. Specifically, the anti-dumping measure is against the situation of injurious dumping, the countervailing duty measure is against the situation of injurious subsidization, and the safeguard measure is against the situation of unforeseen surged imports. The purpose of this course is to introduce the basic elements of the three WTO trade remedy measures through the exploration of three WTO Agreements: The Anti-dumping Agreement (ADA), the WTO Agreement on Subsidies and Countervailing Measures (ASCM) ASCM), and the WTO Agreement on Safeguards (ASG). The course contains three modules, each dedicated to the explanation and study of one of the WTO Agreement and followed by a specific case study designed to enable the students to apply some of the rules discussed and see how they operate in practice. By taking this course, students will learn about the substantive and procedural rules governing the three trade remedy measures, from both legal and practical perspectives.
