Objective: To expose learners to the economic importance of services and the concept of trade in services as illustrated in the General Agreement of Trade in Services (GATS) four modes of supply
Content: What is trade in services?, trends of trade in services, measurement of trade in service flows, diversity of trade in services; Linkages between services and development issues: Essential services- health, education, water; other services- infrastructure, transport, communication, financial, professional; GATS (General Agreement on Trade in Services)- basic concepts, objectives of GATS, Scope and application, conditional general obligations and general provisions; specific commitments; Structure of schedules; Domestic regulation: purpose, principles and effects of regulation. Liberalization of trade in services: Bilateral, regional, multilateral, EAC, COMESA.
