Access to Government Public Procurement Opportunities

The youth, women and persons with disabilities are categorized as part of vulnerable populations that are normally over looked by government initiatives and programs and are therefore less likely to receive skills training which puts them at a greater risk of being unemployed and having no source of income (Attaran, 2002). This is one of the reasons that the Kenyan government came up with the Access of Government Procurement Opportunities AGPO program. The program is an affirmative action aimed at empowering youth, women and persons with disability who own enterprises by giving them an opportunity to do business with government entities (Republic of Kenya, 2013). This paper aims to assess whether the program did indeed reach its goal.
