New Practices and Rules of International Free Trade Zones and the High-Quality Development of China's Pilot Free Trade Zones

China's pilot free trade zones (FTZs) have been under construction for a decade. It is of great significance for promoting the high-quality development of China's pilot FTZs to comprehensively compare the theoretical and practical innovations in the development of international free trade zones, carefully study and implement the relevant requirements of international economic and trade rules for the construction of FTZs.
This article first briefly sorts out the context of academic literature on international free trade zone research, then summarizes the latest practices of major international free trade zones, and clarifies the innovative evolution of international economic and trade rules. It points out that at present, China's pilot FTZs generally focus on institutional reforms under the framework of trade facilitation, and institutional innovations in areas related to investment facilitation need to be further strengthened, the government procurement system needs to be further deepened, and the future development strategy needs to be further clarified. In addition, it puts forward ideas and policy suggestions for adjusting the construction direction of pilot FTZs from the perspective of investors, and promoting the high-quality development of China's pilot FTZs (ports) based on the requirements of sustainable development and the trend of new industrial and technological revolution.
