Maarten Smeets

Head of Section, Academic Outreach and the WTO Chairs' Programme

Maarten Smeets is Head of the Academic Outreach and the WTO Chairs' Programme Section in the Knowledge Management Division in the WTO, Geneva. He managed the WCP in the WTO's Institute for Training and Technical Cooperation (ITTC), coordinated WTO's field based trade capacity building programs, built partnerships with other organizations, and led the Netherlands' Trainee Program and the French Irish Mission Internship Program, which yearly bring together 40 mid-career government officials to the WTO. Prior to the WTO, he worked in the Trade Directorate of the OECD (Paris) and has started his career at the Ministry of Economic Affairs, Netherlands. He holds a PhD from the Faculty of Law at Maastricht University, a master's degree in economics and international trade from Tilburg University, a post-doctoral degree from the Graduate Institute in Geneva and a diploma from the Ecole Nationale d'Administration (ENA), Paris. He is a senior associate at the World Trade Institute (Bern, Switzerland), a senior fellow at Clingendael Institute (Den Haag, Netherlands) and a fellow from Salzburg Seminar (Austria). He teaches at universities on all continents and is a frequent lecturer and/or professor in the Netherlands, South Africa, China and Russia. He publishes in leading journals and books and has edited several books on international trade. He is on the board of various bodies and institutions.
