Title: WTO Government Procurement Agreement (GPA): Should Jordan Join?
 
Brief summary:
Jordan began the accession process to the GPA in July of 2000. Accession negotiations have been ongoing since--expected to continue through 2012. The GPA arguably subjects public procurement to international competition, regulates tendering processes, increases procedures’ transparency and minimizes discrimination among domestic and foreign products. Developing countries are generally opposed to the GPA due to the perceived threat posed to local firms by foreign firms possessing greater economies of scope and scale. The research investigates the possible impact of joining the GPA on Jordan, and provides policy advice to negotiators.
